Org appeals to CS

ITANAGAR, June 18: V-Lower Balijan Youth Organisation in a letter to chief secretary said that most of the heads of department and officials of Balijan circle are not attending their duty regularly which resulted in slow progress of developmental and administrative works in the circle.

The organization while condemning such negligence on the part of government officials, appealed to the Chief Secretary to look into the matter immediately.

 

AYVF extends support to Forum

ITANAGAR, June 18: Arunachal Youth Volunteer Front extended its support to the demands of the 9th Chayangtajo Intellectual Forum and condemned the ill intended criminal conspiracy against RTI activist Payi Gyadi.

It also demanded the concerned authority to take action against those people who involved in the criminal activities and appreciated Itanagar police team headed by SP Chuku Apa for timely arrest of the accused.

 

ATSU alleges cut in sanctioned fund

ITANAGAR, June 18: All Tagin Students’ Union (ATSU), in a release, alleged that the fund sanctioned under SPA for construction of the District Hospital, Upper Subansiri, has been reduced from Rs. Four crore to Three crore.

Expressing shock over the fund cut, ATSU said that such practice on the part of the Government is a curtailment of development.

Construction works are already completed by the contractors under the supervision of former Health Minister Tanga Byaling, ATSU said, and demanded the Government to clarify as why it has reduced the sanctioned amount at this stage.

 

Forum  resents slow pace of road construction

ITANAGAR, June 18: Dumporijo Gusar & Baririjo Collegian Forum has alleged mal practice in the construction work of road from Hali village to Dumporijo by the executing agency and the departmental engineer.

The forum in a release said that the construction work of the road which was to be complete by March 2011, is still going on in snail’s pace. So far, only 50 % to 60% of the total work is done, the Forum claimed.

Further, the quality of the road work was not up to the mark. Soiling of the road has been done by filling sand and mud instead of sand gravel and boulder. Drainage, culverts and retaining walls are yet to be constructed, it said. Mere maintenance of the old road by the executing agency/department would not prevent the road from further damage, it said and demanded the higher authority as well as local MLA to look into the matter and take action against the executing agency and the engineer concerned for indulging in mal practice.

Outreach health camp

ITANAGAR, June 18: Naharlagun based organization, Turbu Daleh MPC Society, in collaboration with ORW and ICTC, Naharlagun today organized a one day’s outreach health camp on migrant population at Itanagar. ICTC counselor Yaker Devi, ANM Rebi Karlo and Lab Technician Martin Taki conducted the camp in which blood samples of 42 people were checked up. The participated were also provided free counseling on various disease.

ITANAGAR: Assam-Arunachal Samannoy Rakkhi Lekhika Samaroh Sakha Samity, Naharlagun will celebrate ‘Bishnu Rabha Diwas’ with a day-long programme in the Kristi Kendra premises, Naharlagun on June 20.

The day-long programme includes Drawing and Quiz competitions followed by open session in the afternoon and cultural programme.

 

Health mela

ITANAGAR: A Health Mela cum Awareness camp was organized at Leporiang  on June 16 and 17 by District Health Society, Yupia under the supervision of DRCHO, Dr. N. Lowang.

Over 512 patients either received free treatment or got their health checked up by specialist doctors during the camp. They were also provided medicines free of cost.

The Health Mela was inaugurated by ZPM Tana Tagum and ADM chairperson Nabam Kakum as chief guest and guest of honour.

While appreciatingf Health Mela, the public of the area urged the authority to improve the infrastructure of the PHC and ambulance service.

Civil aviation ministry to map air routes

of helicopters

Kochi, June 18: The civil aviation ministry has decided to map air routes of helicopters following the crash which claimed the life of Arunachal Pradesh chief minister Dorjee Khandu and four others.

"We have decided to have mapping of routes of helicopters to fly especially after Arunachal Pradesh chief minister's death," civil aviation minister Vayalar Ravi said today.

Khandu's Pawan Hans chopper crashed on April 30 last at Luguthang ten minutes after take-off from Tawang helipad, killing him and four others on board.

"There were ambitious programmes to improve all airports and have more airports in the country. But billons of dollars are needed and the government's policy was to develop them on Private Public Partnership," Ravi said.

There is a need to increase the connectivity in North East and different areas where new airports and helicopters services are necessary were also being looked into, he said at a function at nearby Nedumbassery airport to mark the regional centennial celebrations of Civil Aviation.

Air India was passing through a 'turbulent' period, he said, adding, its accrued loss was so high that PSU oil companies had stopped supply of fuel for a day.

"We need Air India to improve. It needs planning and cost cutting for the financial health of the airlines," he said.

Air India's biggest asset was its 43,000 employees which include casual workers as well, he said.

On Air India's high paid employees, he said though he did not want to criticise them, he wanted them to cooperate with government to make it more viable.

"There is a need for everyone to cooperate. I am trying my best to make the employees understand this. I have no problem with lower or middle class employees, but the highest paid employees."

 

 

1195 MT PDS rice still lying at N. Lakhimpur godown

ITANAGAR, June 18: The week-long official tour of the FCI Consultative Committee under the union Ministry of Consumers Affairs, Food and Public Distribution, for Arunachal Pradesh to East Siang and Upper Siang district including Dhemaji and North Lakhimpur district of Assam  concluded today.

The team included former Minister Anok Wangsa, Adv. Nabam Jollow, Tacho Kabak, Karto Kaye and Nima Sange.

While inspecting the FCI Godown,  K P Goswami, Area manager FCI North Lakhimpur, Assam disclosed that Rangia is the main transit points for FCI food grain storage centre. But due to non-cooperation of railways authority of Rangia, PDS items could not be delivered to Pasighat FCI Godown in last August and September 2010.

PDS items -- 1195 MT rice, 669 MT wheat and levy sugar 220 MT  are laying at North Lakhimpur godown as on today, informed committee member Anok Wangsa.

The Committee Members also inspected the FCI godown at Pasighat and found that as per allocation of quota to East Siang revenue district PDS item has been lifted by carriage contractor covered under the various schemes for the month of March, April and May 2011. The members also found heavy roof leakage at FCI Godown since last year which resulted in heavy loss of food items in the godown. Moreover the present weight bridge is not functioning at FCI Depot Pasighat which needs urgent attention.

The committee   stressed on the need of augmentation of storage capacity of the Pasighat FCI depot present storing capacity is of which only 2,500 MT.

During its visit the Consultative Committee members also held meeting with Dev Nath Deputy Commissioner In-charge, G. Mibang District Food & Civil Supplies Officer and other officers of East Siang district at its office chamber on June 13. While pointing out the problems being faced by the Pasighat FCI depot, ADC and DF and CSO Pasighat disclosed that allocation of foodgrains (APL Rice) is not as per feeding strength and there is delay in HTS payment to the carriage contractor.

They further suggested extension of validity period in the same base depot when stock is not available by FCI office, increase in APL rice allotment in lieu of wheat APL, comprehensive review of wholesale and retail margin of PDS items, establishment of district FCI office at Pasighat.

The committee assured to take up the matter with union Ministry of Consumer Affairs, PDS as well as state govt. within short period of time.

The committee further informed that monthly allocation of food grains especially  rice APL,BPL,AAY and Annapurna to all the three districts namely East Siang,West Siang and Upper Siang district is around 13,000 quintals (approx), whereas, the monthly off take of food grains from Pasighat FCI Depot is around 14,000 to 15,000 quintals of rice including midday meal scheme. It is presumed that FCI should have maintained at least 20,000 quintals of rice for drawal by the district nominees in each month.

The committee suggested Deputy Commissioner and District supply officer to distribute the PDS items to the FPS as per their allocation.

It further said the FCI has allotted APL rice-190MT, BPL Rice-151.8MT, AAY Rice-92.1MT, APL Wheat 30MT, BPL Wheat 21.6MT, Sugar 61.5MT every month.

The Consultative Committee Members   also organized meeting with Upper Siang DC L. Borang, ADC Tuting M. Matcha, District Food  and Civil Supplies Officer Incharge Tami Messar and District Land Revenue Settlement Officer  Lomin Lonchung at Yingkiong  and discussed about the present PDS activities of Upper Siang district.

Addressing the meeting, the DC highlighted the problems being faced by the Upper Siang district for delaying in allocation from the Govt and last date for cost deposit/obtaining R.O from FCI District office Banderdewa  of allotted quota of food grains on 15th of every month is very difficult for their office  as well as PDS wholesale nominee to accomplish whole procedure in a very limited time. He also urged for the revision of beneficiaries under BPL(TPDS),AAY and Annapurna scheme has not been revised for last five years in the district. The revision process has been initiated and its early completion will be a priority.

The DC informed that there are approximately 6425APL families as per ration card issue record and monthly allocation of APL rice is maximum 1300 Qtls. Hence, monthly quota of APL rice must be enhanced to minimum 2500Qtl per month, so that 35kgs per ration card can be issued to consumers as per the scale fixed by the govt of India.

After discussion threadbare with the Upper Siang DC, the committee finalized the site for the construction of FCI Godown at Guku. The Committee further requested  for proper demarcation  and notification  of land and handing over to FCI at the earliest.

The Consultative Committee members urged  both DCs of Pasighat and Yingkiong to judiciously implement the PDS items meant for  poor people.

 

AMYAA reaches out to remotest villages

ITANAGAR, June 18: The awareness programme on SHG and Farmer Club was organized at Havi Village of Kharsang Circle under the aegis of Alombro Mayu Yaku Chi Amey Aroga (AMYAA) of Namphai-I, Miao, Changlang district. A total of 29 beneficiaries  including men and women took active part in the programme.

R. K. Paul Chawang along with Jangam Pansa and  Alisha Mossang of AMYAA spoke in the interactive sessions on the topic “Importance of SHG and Farmer Club for the development and empowerment of grassroots community members”.

Matjon Mandok, Gaon Burah of the village shared the untold story of the village to the organizing team of AMYAA.

As told by Gaon Burah of Havi village Matjon Mandok  to the AMYA team, the village established in 1968 has 24 household  with a  population of 115 and a primary school with 40 students and 2 teachers. The Aganwadi centre with 20 kids and 2 workers gets ration for mid-day meal (MDM) once in a year. It has not received any medical aid for mother or child for past 5 years. This village once considered to be model village in 2003 has now become forgotten village with hardly any visitor from outside. It remains as a challenge for one to reach the village even by motor bike. There is no proper road leading to the village as the trace of old road has become part of the jungle. During rainy season the long and short distance road to get to the nearest market (Kharsang) remains completely cut off by the overflow of Kharsang River.

The village faces untold difficulties and challenges in moment of sickness, as the nearest medical centre to rush in times of emergency is either Kharsang PHC and Geoenpro Medical Centre. These villagers survive hand to mouth through the produce Jhum and Wet Cultivations.  Although the Havi Village is surrounded by villages like Balinong, Jenpothar, Singmao and Omen which are comparatively better off, it remains as a tragic sorry situation of how Havi Village is the remotest in the whole area.

The AMYAA (NGO) has reached out to this one of the most neglected village. Very soon there will be SHG and Farmer Club in the village. The AMYAA will be giving special focus to supporting the farmers, women and school drop-outs through various skill based trainings and follow-up programmes.

ZIRO, Jun 18: Defending champions Sojang Lapang Sports Club (SLSC) trounced last year’s runners up All Hija Sports Association (AHSA) 2-0 and entered semifinals of the 44th Dree Football Tournament at Subansiri Stadium, Hapoli today.

Despite muddy ground caused by heavy rains, the match started on an aggressive note from the very beginning with both the teams unleashing a series of attack and counterattacks. Sojang Lapang took the lead 14 minutes into the match through a goal from  penalty kick. Tage Kano made no mistake in converting the spot kick into goal. Again in 27th minutes, Kano’s strong footer from the centre of the ground shook the rivals net. The team was leading 2-0 at the breather.

After an exciting first half, the second half too saw a tumultuous fights between the two teams, but neither team was able to score.

Tage Kano was adjudged the man of Player of the match for his match-winning goals.

The last team to enter semifinals of the tournament was Laji Bogia Sports Club (LBSC). The team beat Youngest Club Hari (YCH) 3-0 with two goals from Habung Murtii (38th and 68th minutes) and a goal from Padi Jhony in 11th minutes. Duyu Pugang of LBSC was adjudged the ‘player of the match.’

The first semi-final will be played between Zamra Club and Diibo Sports Club at Subansiri Stadium Hapoli at 2:00 pm on June 20 while Sojang Lapang Sports Club and Laji Bogia Sports Club will lock horns with each other in the second semifinal on June 21.

 

Let law to take its own course: WWS

ITANAGAR,  June 18: With all sort of allegation flying thick and corner against health and family welfare minister Atum Welly regarding Payi Gyadi case, Welly Welfare Society (WWS) has urged everyone to wait till investigation is completed before leveling any baseless allegation. In a release this evening WWS stated that till investigation is fully done, no allegation hold any ground.

“People should not jump to conclusion without any proof and charge false allegation against Atum Welly. We believe that law enforcing agencies are investigating the case without any prejudice and in fair manner. We should wait for final report before coming into any type of conclusion. Let the law take its own course of action,” WWS stated.

 

Pasighat plunges into darkness

ITANAGAR, June 18: Pasighat, the oldest town of Arunachal Pradesh which celebrated its centenary recently, plunges into darkness for weeks living the people high and dry.

Expressing strong resentment at the poor state of affairs in the district headquarters, Lok Sabha member Ninong Ering regretted at the shameful power scenario.

When consumption of per capita electricity is an indicator of development world-wide, the situation paints a very gloomy picture that has agitated the minds of the people, he told local mediapersons.

Pointing out that power crisis is a national phenomenon with occasional power-cuts, Ering wondered that the police station, residences of deputy commissioner, MLA and minister reaming black out for week is a matter of disgrace.

He said he has urged the power secretary and chief engineer to take urgent steps to restore power supply immediately.

 

NCP constructs link roads to mark its foundation day

ITANAGAR, June 18: A week-long celebration of the foundation day of Nationalist Congress Party (NCP) concluded today with two-day social service at Banderdewa and Karsingsa. The NCP  constructed 2 km link road at Banderdewa and an 1 km link road at Karsingsa connecting NH 52A with the village through social service.  Large number of NCP workers including NYC and NMC cadres took part in the social service. The villagers appreciated the NCP for the social work.

The party also organized a meeting to mark the end of week-long celebration.  Former Minister Kafha Bengia and senior NCP vice president and party national secretary Kabak Tacho  attended the meeting as chief guest and guest of honour.

Among others Tad Tana Vice President HQ, Taba Tara, General Secretary Frontal Wing, Teli Denial General Secretary Head Quarter also spoke on the occasion. During the deliberation in the meeting  NCP leaders expressed resentment over recent Govt move to shift the proposed Green Field Airport site the foundation stone of which was laid by the then Union Minister Shivraj Patel at Karsingsa on 20th February 2007.

Citing the press report appeared in a section of the press media here the speakers rejected the Government plan to shift the Green Field Airport to Holongi or otherwise extend the Lilabari Airport as the public hearing and environment clearance for proposed green field airport  was completed.

The NCP leaders said the latest development to change the site to Holongi or else to extend only at Lilabari by denying the present cleared-up proposal is totally unacceptable. They have also expressed their apprehension that once the original plan is dropped and shifting plan is taken up, it would amount to sending the whole project to the cold storages and great loss to the public exchequer, said NCP  in a release.

 

ACR demands fair enquiry into Gyadi

ITANAGAR, June 18: Pointing out the finding of a pistol and exclusive materials from the car of RTI activist and Sango Lamte Foundation chairman Payi Gadi and subsequent arrest of three persons in this connection,  the Arunachal Citizens Rights (ACR) has vehemently condemned the  criminalization of  the RTI activist. The ACR termed it as murder  of democracy and   demanded a thorough, free and fair investigation into the whole episode not only to unearth the truth behind it but also to safeguard the citizens’ rights and for sake of  justice.

Earlier, Payi Gyadi had unearthed through RTI the illegal appointments in the Govt.  jobs and also  filed an FIR at Itanagar Police station on March 4 demanding arrest of those involved in illegal appointments. However, in spite of directives from the Itanagar Permanent Branch of the Hon’ble Guwahati Hgh Court, Itanagar Police had refused to register a criminal case against these powerful people. On the other hand, Payi Gyadi has been receiving life threatening calls from anonymous callers asking him to withdraw the FIR lodged against the politician and the former Commissioner, the ACR pointed out.

ACR further said that the victim’s wife has asked the state DGP for protection to her activist husband, which is yet to be fulfilled. The family is apprehensive of the perpetrators targeting them, and their livelihood is in threat, it added.

The reported involvement of a Cabinet Minister in illegal appointment has once again exposed the corrupt practice by the  Indian National Congress in the country and ruling government in the state too, the ACR added.

 

Poor quality implementation of road

project irks villagers

NAMPONG, June 18: The two centrally funded schemes - Rural Integrated Development Fund and Central Reserved Fund, altogether amounting Rs 6 crore (approximately) was implemented by Public Work Department Jairampur Sub-Division to construct a disastrous road stretching approximately 30 km from Nampong to Horu-Putok and Wintong to Motongsa under Nampong and Rima-Putok Circles.

The two projects, the construction of rural link road (RLR) from Nampong to Horu-Putok, measuring 20 Km and amounting Rs 4 crore under RIDF and CRF, stretching 10 Km, amounting Rs 2 crore from Wintong to Motongsa, commenced last year in April. On its concluding phase, the RLR has raised more questions than it has answers.

Taunting at the quality of work, the villagers of Machum village informed that if we had known that the PWD would tamper with quality in such drastic way then we would have never extended our co-operation and support to them.

According to the villagers, this RLR that connects several villages like Machum, Rima, Putok, Lungpang, Wintong, Longchong, Horu-Putok, Motongsa etc with the main sustenance route - NH 153 was expected to pioneer regional prosperity but the present status of the road suggest otherwise.

The rural link road under RIDF starting from O Km Point from Nampong was to finish at Tikhak Putok but it has been ended at Horu Putok some couple of kilometer’s before the original conclusive point.

Stunningly, the completed portion of the road from the 0 km point is already at tatter.

Moreover, the black topping were done patch wise and most of the unfinished patches are left as it was and the finished patches has already been damaged. Only at some point, the slight visibility of the black topping proves that it is a newly laid road.

Last year, during the Zilla Parishad meet in Changlang that was chaired by the then DC Dr Deepak Kumar, I have objected with the quality of work and road that was at the initial stage of construction, informed ZPM Khingra Nong Tikhak in an interaction with this scribe at his residence in Machum village situated at a walking distance from historical Nampong township.

I’ve informed the house that the PWD has just decorated the top layer to embellish the track, he exerted adding that it was in this meeting, when the heads of this project enlightened the house about the using of new liquid for black topping which in physical appearance will be very thin in layers but will be much effective and durable than the traditional one.  The present status of the road doesn’t justify about the utilization of durable materials or technology and the usual manually method of applying coal tar is used. The last finishing is going on but it won’t be accomplished as per the plan. The RIDF fund has been exhausted.

The same fate has been recorded with the road under CRF that starts from Wintong (bifurcated from Rima) to Motongsa. The entire stretch is abnormally steep and the curves too short and dangerous. The way PWD has made the alignment of the road; it will surely be the most accident prone zone. It has to be realigned, informed ZPM.

We are not satisfied. Still the road cutting programme is going on and now the fund is also exhausted, I don’t know how they are planning to complete the road, he added.

Besides compromising with the quality of work and materials, the PWD has also fooled and jeopardized the security of the many PT contractors who supplied the raw materials. PWD paid in cash without letting them sign any documents like work orders which is usual norms, he said.

It’s not that they have paid less but they have not issued any documents against it. No work order was signed, they made the payment in cash, even we didn’t know in who’s name it has been drawn.

The last part of the project is in such a bad shape that it becomes difficult for even a Gypsy with 4x4 to pass by this stretch, he said.

Moreover, like other places, we have not demanded for any commission as the road will connect us and bring prosperity despite all this they have offered us a disastrous road, he added.

Surprisingly beyond Wintong, the road under PMGSY (Horu Putok to

Tengpung) will be maintained for 5 years as per government norms but the road that lead to this point will not be maintained so what’s the use of maintaining the PMGSY road.

After spoiling the project, all the people – EE, AE, JEs responsible for baking a disastrous road are contemplating for transfer, he lamented.

Who will be accountable for this disaster, he questioned.

 

SSIAAAC felicitates five Arunachalee NDA cadets and urge them to be role models

ITANAGAR, June 18: In a proud and historic achievement for the state, five young sons of the soil representing diverse tribes have qualified in the prestigious National Defence Academy Examination conducted by UPSC earlier this year and will shortly proceed for their trainings at the academy. Of the five, cadets Hage Kapa, Yumlam Pulu and Yumlam Josh will join the Army Wing of the armed forces while cadet Simon Doke and cadet Tage Dususow will join the Air Force and Navy respectively.

All the five cadets are alumnus of Sainik School Imphal and had completed their high schooling this year. A total of seven Arunachalee cadets from the same school had qualified for the Service Selection Board Examination but two could not clear the medical test.

In a small but warm felicitation programme organized by Sainik School Imphal Alumni Association, Arunachal Chapter (SSIAAAC) at Hotel Moomsie here yesterday, senior members of the association lauded the stupendous achievements and urged the young cadets to fly the flag of Arunachal Pradesh high in their illustrious defence service careers and act as  ‘role models’ to other students of the state.

While congratulating the young recruits, PHED secretary Tomi Ete said that entry into NDA was beyond comparison with other achievements of life. “The grand lifestyle, honour, prestige and plush facilities provided by the armed forces cannot be purchased by money. Civilians have to pay for upkeep of their health but the armed forces will pay to keep you healthy and fit”.

Narrating the experiences of her army captain son, renowned social activist Jarjum Ete advised the cadets to be physically fit. “The journey for you is not over with cracking of the NDA Examination.  Infact it has just begun. Be prepared for the tough journey ahead by keeping yourself physically fit to give your best service for the cause of nation”. While lauding the achievements of lady achievers Anshu Jamsenpa, Tine Mine, Mitali Namchoom, Bulo Mamung and Tadu Mamung in their respective fields this year, Jarjum said that achievements by these five Arunachalee cadets had shown that boys were also not lacking behind in success stories.  

RHEP Head of Project K. Mao said that clearing of the prestigious NDA Examination by five cadets from the state in a single year was indeed a tremendous achievement. He said, “Our tribal society is still evolving and you all should be the torch bearers of your state and I am sure your achievements will inspire and open the way for other students of the state to emulate you and follow your success”.

Chairman of the Alumni Association and PHED chief engineer T. Ketan said that success stories of these young cadets will usher in a change of outlook among students of the state. “The unparralled achievement set in motion by these five sons of Arunachal Pradesh cutting across various tribes would exhort other students to follow their suit and in other similar constructive endeavours instead of spending their time and energy in negative and unproductive activities”.

General Secretary of the association Er. Hage Bida appealed all alumnus of Sainik Schools to get themselves enrolled in the association and to participate in activities of the association. “Although we have large number of alumnus of Sainik Schools in the state, participation level is quite minimal and discouraging. Hence, I appeal all the alumnus of Sainik Schools from Arunachal Pradesh to enroll themselves in the association and to participate in its activities for welfare of our younger generations and the state”.

Besides the five cadets who shared their experiences on successful journey to NDA, other senior alumnus including chief engineer (PWD) Kuru Sera, Superintending Engineer (PWD) Hage Pillya, social worker Tamang Gyati and parents and guardians of the cadets also spoke on the occasion.  

Later, a dinner party was also hoisted by the association in honour of the young guns of Arunachal Pradesh.

Addressing the gathering as chief guest DDSE T Tatak applauded the efforts of Access IT members for opening up its institute, adding that the Access IT is like a golden feather on a cap and it’s a reputable matter for a small place like Roing.

The first institute of Access IT in Arunachal was inaugurated in Tezu in May 2010 and the one in Jairampur is the second institute.

It claims to provide courses formulated on a concept based in Australia and job guarantee.

The Institute’s community development officer Chandan S Prasad informed that a respectable numbers of students have enrolled for its first session to begin from July first week.
